No worksets are shown

No list of worksets is shown, neither on a model's "Worksets" page nor in the "Server", "Models", "Worksets" page.

Go to "Server", "Models", "Size". Most likely you get an error saying "ORA-65162...". This means a password is expired. Contact Trimble Support to get it fixed, mention the phrase "ORA-65162".
